What to do if the book value is zero and there are no funds for appraisal?

The Law of Ukraine "On Privatization of State and Municipal Property" establishes the privatization procedure, which includes inventory and appraisal. Temporarily, during the state of war, the starting price of a privatization object is set by the auction commission at the level of the object’s book value. If the book value is zero or absent, the starting price is set at the level of the book value of other components of the object. In the absence of the object's book value and an appraisal report, the auction commission sets the starting price at 1 hryvnia. If the privatization object is shares, the starting price is set at the higher level: the nominal value of the share package or the book value of the business entity’s property proportionate to the size of the share package in the authorized capital.
